Can someone please tell me what happens if someone sells/sold their pr card, and gets a new one by saying they "lost" it?

When a PR enters Canada, is the passport swiped or the PR card too? As for what the buyer is planning to do with it, I am sure Canada immigration will flag the card in the system as soon as it is reported as lost. That means they would not be able to travel with it. It is however possible that an illegal immigrant could use the card inside Canada in order to get a drivers license and health care as they might not be linked with the system of immigration. It is also possible that the buyer wants it because they are planning to try to make copies.
How much did they get for the card anyway?
