Is there any email or webpage from where one can ask any general inquiry from the official CIC representatives?

Someone told me today that now Canada doesn't allow the PR holders performing soft landing to move out of the country after landing without PR card. So one needs to reside inside Canada till the PR card arrives, which generally takes 3-4 months.
Is this news true?

Is there a way I can confirm this information from official CIC representatives?
