We will complete our short landing soon via a land border post and return to US within a day or two. I have read that some border officers don't apply for PR cards in such situations. Can we immediately apply for those ourselves in that case?
 
What you have read is wrong. You don't need to apply for your first PR card. Border officer will initiate that process for you.

I know they generally do apply. However, some people have shared their experience that because it is a soft landing, the officer refused to apply.
 
The only thing that might delay the process is if you don't have an address in Canada, in which case you'll need to provide an address after. Other than that, you don't need to submit anything or application. Doesn't matter how long you plan to stay in Canada initially
