The telephone landings are for inland applicants who would have had to land at an IRCC office, as they don't get mailed COPRs or get passports stamped.

I understand that. COPR is usually valid till the expiry of the medicals. IRCC have posted that if COPR is expiring before one can travel, they will reopen the case and... do what? They will just extend it or will ask to do/redo something (specifically medicals as this is most painful part)

IRCC must have decided by now what they are going to do in such cases so should go ahead & publish it. If someone was is close to COPR expiry and they knew they would have to redo both medicals & police checks then they may decide it was worth jumping on a plane and going into quarantine just to guarantee their PR. If IRCC let it be known that COPRs would be automatically extended by the period of the shutdown then people wouldn't be panicked into travelling under these less than ideal circumstances.
Beg to differ. Government can’t predict when the borders will open again. If the virus numbers increase they will have to pull back. It is still a very fluid situation. If people are only getting a month or two when it comes to extensions I assume the likelihood of needing something like a new medical will be lower than if the extensions are for 6 months. Seniors may be more likely to need a new medical versus young people because the likelihood of health changes are lower. There are many things to consider and the healthcare system and the economy not collapsing have been the priority. New PRs landing is not really a priority for phase 1 of returning back to normal. Opening local businesses and having some people return back to work will be the first phase. If anything I am sure there is a huge fear that people landing from abroad will start a new surge of cases especially if people are coming from countries who have only started to see their own cases of covid like India.
PR is never guaranteed until people land. If people are concerned there may be issues securing their PR they should travel whenever possible before their COPR expires.
The facility that will be provided for 14 days accommodation quarantine by the govt, is the facility free of charge?
I sure as hell hope not. It is NOT the responsibility of Canadian taxpayers to pay for your quarantine because you failed to make your own arrangements.
Of course it is not likely to be free of charge else nobody would take any responsibility for isolating themselves. If were up to me anyone who arrived without an isolation plan would get a fine as well as having to pay for a hotel stay chosen by the government . It is not as though the mandatory isolation for all new arrivals has not been well documented and anyone arriving without a plan should consider selves lucky they are not denied entry if not a PR or citizen.
It would be very difficult for the government to force someone into a quarantine facility for 14 days and then bill them for their stay - just can't see that happening.
Well I guess that will between the traveller and the hotel nothing to do with the government. If were free then nobody would bother making any arrangements and just have a free holiday on the tax payer.
Nothing comes for free unless is a detention centre or jail neither of which recommended for a law abiding traveller.
Everyone entering the country has to take responsibility for their safety and everyone else there is no free pass to enter the country, at least there should not be. In fact if a non citizen or PR arrives without an isolation plan they should be denied entry but that might be difficult to enforce

The government will go with them to the hotel and watch them check in with their own credit card. If people aren’t respecting the quarantine they could end up in jail. Seems like a very stupid reason to get a police record.
