Soft landing BSF186A (goods to follow) question

Hi All,

My wife will be doing soft landing within a month. We are planning to stay in Canada for 3 weeks. When moving permanently to Canada, the only items (goods to follow) we are planning to carry will be our cloths and some jewelry, that is all.

Do these items qualify to be "goods to follow" items?
Do we have to fill in the BSF186A form? Do we have to bring this form at the time of the soft landing?
