soft landing and lost PR card

If doing a soft landing and PR card was lost during the mailing process (the delivery man confirmed delivered to the letterbox but it was not in the letterbox-- destination is outside of Canada ), can I apply a PR card outside of Canada and ask my friend mail to me again?

Most ppl say that you need to apply for travel document and travel to Canada and apply for PR card again. I dun need to travel to Canada in the imminent future so can I directly apply for a card replacement to mail to my Canada address and ask my friend mail to me again without applying for the travel docuemnt?

(I tried to search the official website but somehow cannot find it https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/permanent-residents.html#outsidecanada)

In addition, when I am inside Canada, it looks like I also need to apply PR card online. This gets me confused. If it is an online application for PR card replacement anyway, why we cannot apply aboard ? I understand that IRCC states that you need to return to Canada on PRTD but did they clearly ban the application of replacement of PR card oversea?

I am not aware that there is a general rule, but seemingly, usually, 6 or 12 months. I believe 12 months is more common but only an impression.

I'd suggest applying for it only when you plan to actually return to Canada, and therefore about six months before you plan to do so.

I don't see why something being online changes the basic parameters or requirements. It just makes it easier to lie about it. It also doesn't remove the potential consequences.

As far as I can tell, they are pretty strict about this although don't know I'd call it a 'ban'. And if in any doubt, it will likely be held up (take longer) and/or be held for pick-up (meaning you'd need PRTD and likely some flag on file).

Also note: since they pretty much know that you're not in country, saying you are is technically a misrepresentation (i.e. a lie). That could lead to negative consequences.

Yeah I only intend to comply with the rules. I just like to clarify about the rules. Thx a lot for your help.

A follow up questions: for the PRTD, I checked the documents required for the application, it states on the official website:

  • the original travel passport
  • good quality photocopies (minimum 300 dpi) from your current and previous passports for the last 5 years, including
    • all pages with visas
    • all pages with stamps
    • all pages with your biographical data (name, date of birth, passport number), including your photo
Are those the only two documents I need to submit? I remember seeing IMM1000 somewhere but just now I did a search and found out that is for landing prior to July 2002?

A follow up question is that if I change my nationality (change from A country to B country, both are not Canada) and marriage status before applying PRTD (but of course after becoming a PR), would there be any impact?

What if I apply for PRTD and then my change of nationality is approved before receiving the approved PRTD and my old passport which is used to apply for PRTD is no longer valid, is the PRTD still valid?
