Social Workers 4152, Applied already/going to apply!

hello.. im a social worker from the philippines. In fortunately, I was not able to lodge my papers for federal skilled when it re-opens last May due to exclusion of social workers in the priority list of occupations. But when quebec announced its new immigration policy and procedures, i took the opportunity.. Just sent my documents in quebec for slection certificate then if I will be selected , then they will tranfer my application to regular federal skilled immigration.

May I ask you what is your educational background and work experience to qualify as a social worker under Quebec immigration?

I am confused about my file. I am applicant of MI-02. I applied on 27th Jan-2011 still date ecase shows Received by visa office. Last month I have sent mail to SGVO on Nov-2013 visa office replied to me your file is stile in process. What does it mean? They have started process only may be still not complete. Please reply to me.
