You cannot appeal a rejection. Once a case is rejected it is closed and no further processing/questions/clarifications are answered by the visa office. Even if you appeal they will not answer since by law there is no process of appeal on an application that has been closed.
You can appeal in the court in Canada and that will only allow you to have your file assessed by another visa officer and not the one who rejected you the first time where possible. So after going through hiring a lawyer in canada and fighting a case and provided you win you'll only be allowed to have your application reviewed by some other officer.
Did you have an FSW application rejected according to raj's post? If that's correct- you now want to apply for a study permit which clearly indicates you are desperate to enter Canada. It will ruin your credibility as your intention is to immigrate to canada (in the VO's eyes). If you did not apply for an FSW earlier and your study permit was rejected then you need to understand that you are 54 and getting a second masters degree at this age is shady as well. So either way it's complicated.
Apply for some other course in USA and get a student visa for the US. Your daughter's citizenship will help you in US visa purpose.
