slow responses to police check requests (modified)

everything's a "go" with a PR application I'll be doing next month ... except for a couple of police checks
one is to the Philippines (with fingerprints) and the other is to Oman (with a bank draft to the Oman bank)
I sent both of these in early February and I checked the tracking yesterday and OMG the one to Oman hasn't even arrived yet!
now I'm starting to wonder what if ...
what if it takes months or even years to get an answer back?
what if they lose my request at the bottom of their in basket?
what if they don't even know what to do next with my request?
How will I know that they're working on my file and how much time it will take?
Am I going to be held up by some incompetent police force 8000 miles away?
I'm wondering if I should send my PR application in anyway even if I haven't received the police certificates?
Anyone here with any experiences with slow responses to police check requests?

Hello, I will share my experience.
Applied last of November 2013 for my wife who is from the Philippines.Went to UAE Embassy in Manila with all required docs for Abu Dhabi PCC. We were told at that time 2 to 4 months to receive back.
Until now no PCC, my wife has contacted Embassy numerous times to check on progress. All they tell her is( we will call you when arrives) we are almost at the 4 months now.
We sent in application in August 2013 with an explanation letter why PCC was'nt included. My wife has a friend in Abu Dhabi who tried to obtain on her behalf, friend was told( person no longer resides in UAE) can't issue clearance.

I know someone who needed a police certificate from Egypt. The police station in Cairo never got back to him and the time the embassy gave him to send in the police certificate was running out. So he ended up flying to Cairo and applied for the police certificate in person.

That is my biggest worry, got lost somehow. Will wait a little longer to see if PCC comes through.
Trouble is UAE requires VISA to enter, so more running around on top of added expense to fly there.
But if it comes to that I guess no choice in the matter.

I don't think so.
Why should I let some incompetent police force 8000 miles away ruin our lives.
I'm submitting my PR application anyway with a letter explaining the situations.
At least we'll be on implied status thanks to the OWP application attached
and that will buy me some extra time to figure out what to do

this police check thing is ridiculous , I'm phoning CIC today
looks like I wasted my time and money getting fingerprints for my partner
and sending money to the Bank of Oman ... $35.00 fee to send a $12.00 bank draft
what a scam!

I agree, the part I can't understand is CIC knows very well if a crime is committed in country of residence. Said country will NOT let you exit.

so I phoned CIC and got through and talked to a live agent and ...
they're no help to me , all they do is quote the rules.
My question: "What if I never receive a response from these incompetent police forces in the Philippines and Oman"?
Her answer from my suggestion: "write a covering letter explaining the situation (and hope for the best) the part she said"

I was hoping for something like "CIC understands the situation with obtaining police certificates from third world countries whose police forces exist on corruption, bribes and incompetence. Therefore if an applicant can demonstrate that he/she has made every effort to obtain the required certificate(s) in accordance to CIC regulations and has not received the certificate(s) in a reasonable amount of time, CIC will waive the requirement and base their decision on the supporting documentation provided by the applicant."

Hoping for something like that ... but no such luck. All the live agent did was quote me the rules.
I'm not phoning them again.
