I'm 23 years old and working as a software QA Engineer. I also have 2 years software engineer experience. I wonder if I am able to get PR through skilled worker program. I've already taken IELTS and got overall 6.0 band score. I need some suggestions to apply for PR.

You can only go through Arranged Employment Option, where in you'll have to search a job and get HRSDC approval.
As of now software engineering is not in list of high demand occupations.

yes it is.
No matter what your NOC is, if you have employment and sufficient points you can apply for FSW visa.

To get arranged employment, I need to find job first rite? but how do I get job without work permit in canada? I would like to know how do I get job in canada. Canada does not allow to get a job without arranged employment while employee in canada do not employ people who r without work permit. I would get work permit only after I got arranged employment and I got arranged employment only after I get work permit.
So I don't know where to start
