Skilled Worker with arranged employment question

Hi,

I am working in IT in USA. I am on H1 and would like to immigrate to Canada under the skilled worker class. I talked with one of a friend there who is working in a small(about 5 people) environmental company. He said their company might look for a programmer.

So what are the things that they need to do. I saw the link http://www.cic.gc.ca/english/information/applications/guides/EG72.asp#factor5 and it says 3 conditions.

* You have a full-time job offer that has been confirmed by HRSDC; - What is this process? Would this be a long process and what is the probability of success.
* Your employer has made an offer to give you a permanent job if your application is successful; - I think this should be fine
and
* You meet all required Canadian licensing or regulatory standards associated with the job. - What is this? Are there any licensing or standards for IT programmer?


Also what are the other things that the company and I need to consider for this. Can the company say they will wait till the process is finished and hire me?

Any thoughts is greatly appreciated.

My friend said their company might look for people. It seems his boss is on a vacation now. So I am just collecting details now.
