To my knowledge, French certification is not manadatory, if you meet requirements. Many people got csq without French certification.

I read some where currently April to June csq are processing now. Hope they will finish this cycle in dec.

Your french skills will be tested by interviewing, So you would be grilled for like 1 hour. I your lucky you may not get interview@Masood.
And second thing you can apply for EE from quebec its even written on CIC its just your intention to leave quebec after PR; a document sent by the visa officer who is evaluating your file, Many people have done this.

I get the required score irrespective of French criteria.

No it's not mandatory as long as you got the minimum points.
