Hi,

One of my friend who is presently holding a Canadian PR. He got married recently and his wife likes to join him.

She also qualifies to immigrate as a Skilled worker. What is the best option?

Skilled worker or Family class?

Just give your views please and also does the processing time differs for both the category.

The average timelines for PR applications can be found here:
http://www.cic.gc.ca/english/information/times/index.asp

The average time varies by country. But as an example, a Federal Skilled Worker application through Colombo takes 22 months; a spousal PR application through the same visa office takes 55 days plus 11 months. So spousal is usually much faster.
The advantage of the Federal Skilled Worker application is that it is more objective: the candidate meets the requirements or not. A spousal-based Family Class application depends a lot on the visa officers opinions. The sponsor and applicant have to prove their marriage is genuine and not for immigration purposes. This is subjective. Some visa offices have much higher rejection rates than others, and individual visa officers vary a lot in how picky they are.
If your friend's marriage is completely normal for his and his wife's culture, and their are no obvious problems, then spousal will be faster. If there are a lot of 'red flags' in their relationship - such as a big age difference, other differences, very short internet-based relationship, etc. - then the Federal Skilled Worker option will be more assured of success.

And another note, unless the wife has a job offer from a Canadian company, the CAP for FSW applications is likely full now (backlog in the mailroom) so she would have to wait until it is re-set and hope that her occupation is on the list of those accepted.
