That is true. The NOC is very competitive and I would say the most popular around the world. It was filled within a week or less in 2011.
It is hard to predict whether the NOC is to be available the coming cycle. May be not and may be yes, but CIC is apparently trying to shut down the SW1 immigration by means of limiting the quotas.
By the way I am done with landing as of yesterday: reentered Canada at Niagara Falls, Rainbow Bridge. Everything was swift.
