Hello,
I am a bit confused what they mean by passport sized photos. As it's written in the guide, they ask for 3.5 cm x 4.5 cm photos. But as I keep on reading they sometimes mention passport sized photos too (especially on passport requests), but as I can see Canadian passport photos 5 cm x 7 cm that is a huge difference.
Please do clarify this to me.

yes, they do, but they don't say a word about type of paper and what size are passport sized photos. That's why I am confused.

every country has their different required photo size, mostly asian use 1.5x2 inches for passports and for visas, what i know canada required 35x45 cm but there is a required size of the face (cannot be too small or big) . So photo must be done to a photo shop because they know most, also what i used for my medical is matte and using white background, u must wear colored dress so that it comes out good if youre using white background too, and more better if your dress is with collar.

Since the instructions don't say what kind of paper it's supposed to be on, I assume it doesn't matter as long as the quality of the photo is good. Mine was on glossy, because that's how all the photographers in my country do them.

Where do you see "passport photos" mentioned? The guide says immigration photos are not the same as passport photos, but I don't see why you'd need to know about passport photos anyway as you don't have to send them with the application.
In my country (Slovenia) the passport photos are the same as Canada's immigration photos, the only difference is that they use a blue background. In Canada, the passport photo is larger than an immigration photo, that's why they say in the guide that the two are not the same.

The photos must be matt paper and exactly the size as guided. It drove me crazy to find a photoshop in California that specilized in Canada visa photos. and they cost that much almost 100$ for 12 photos.

thank you for all your replies. the matter why I ask is that I recently saw on-line when visa office asked somebody to sent a few passport sized photos, not passport photos, but passport sized.... it sounds really confusing to me.

it's really expensive, as in Canada itself it's about 10 $ for a set of them.

The application packages have photo specification sheets. Just bring the sheet to the photographer and tell them that is what you need. Don't use the names (passport, visa, etc.) as they mean different things in other countries.

For cheap photos in Canada, go to Costco.
