It won't come down to 400 in 2016!

According to CIC mid-year report there are 8770 candidates scoring 400-499. If we assume these candidates are distributed evenly, there are 176 people sitting at each score. This means to have the minimum score of 443, CIC should invite 1200-1300 candidates in addition to 1500 invitations (~2700-2800). This is valid only if the number of people scored above 450 does not increase. I personally believe the number of people above 450 has increased since the mid-year report. people are receiving nominations from Ontario or other provinces. Furthermore, those who waited a long time with scores below 450, are retaking language tests or whatsoever to raise their score. So, be realistic, don't expect scores to drop to 430, let alone 400!

From what I've heard, your points will increase on May 1st, but if there is a draw with a cutoff above 443 and you get and ITA before May 16th when you'll actually become eligible for those extra points, you'll have to decline that ITA and wait for the next one, as there have been cases when applicants have been refused as not having a year of experience when they had 364 instead of 365 days of work experience. So if that extra year is crucial to your CRS score, you can't proceed until you actually have it, no matter if the system sends you an ITA.
