Only if you have no spouse/common law partner, no children, both of your parents are deceased and you have no other family members (e.g. aunt, uncle) living in Canada.

Yes - you have to meet all of the requirements. If your parents are still alive you cannot sponsor a sibling. If the sibling is under 22 years old, you can sponsor your parents (if you qualify) and include your sibling as a dependent.
