Hi

My sister got accepted as PhD student in u of t. I am accepted as refugee recently. Will her chances of getting study permit will be affected by my refugee status? She is also citizen of visa required country. Same like me. Thank you
 
Yes - it's possible her chances of getting a study permit will be affected by your refugee status claim.
 
Any solution? Should I contact lawyer for her study permit app? She is offered $3250 as stipend and free accommodation. Chance of a lifetime for her. Please advise

A lawyer won't change her chances of being accepted.

In her application, she needs to provide very strong proof of her ties to her home country to demonstrate she has no plans on remaining in Canada long term. The fact she is coming to Canada to take a PhD will help her case.

She will also need to declare you in her application and mention that you are in Canada. Failure to do so is misrepresentation (refusal of her application and a five year ban).
 
She also has study permit(expiring in 2019) of usa and 5 year multiple schengen visit visa(expiring 2021). Will these effect the decision of officer positively? Thank you scylla for your thoughtful answers and time.

I don't think so. when she got acceptance and stipend, she can apply on her own study visa. but I am little surprised about free accommodation. Rent and other charges are so much. how can university is going to pay for all of it. plus a stipend too.

Stipend+accommodation (u of t residence)=provided by uni. Maybe professor has lots of budget to spend. Professor actually admitted three students. Offered same package as my sister. so my sister is not unique in this sense.All contingent on being granted visa.
