Question(s) regarding proof of funds (POF)

I will generalize the case.

A family of three members, only 1 will immigrate; the spouse did not like Canada from a recent visit and wants to keep the child. According to the image taken from the link below, for a family of 3 the POF has to be as high as CAD$ 19,093.

For the application submission, the CAD$19,093 amount has been met recently 20 days ago. However, the CAD$ 12,475 amount for 1 person has been saved since august 2017 (about 8 months). also the bank official letter says the person started doing business with the bank in Aug 2017 as well.

Questions:

If the one person applies on the upcoming intake (Apr or May) hoping it opens, will the application be rejected? In the schedule 4 form the CAD$ 19,093 amount was added as it is the actual savings the person has.

The funds were saved as certificates of deposit, and there are not transactions history, will the start date of the certificates work? to meet the requirement of “show a detailed transaction history for at least three months”?
