Currently I have the following ECA report from WES:

Intermediate: Secondary School Diploma
Bachelors in Commerce 2 years: Diploma 2 years
Masters in Business Administration: Bachelor's Degree 3 years

Overall: Two or more degrees

Now to increase points for Saskatchewan, I want to send my Masters degree to CES for Masters Equivalency. If CES gives me masters, can I club both ECA for Saskatchewan and claim masters degree?

It depends on case to case basis I submitted mine on 13th November and status change to in process is 26th November. But till now no change in my application status. Some buddies got their nominations who submitted with my timeline.

I'm not sure of the first but for second, I too submitted marksheets in place of transcripts. I had degree certificates.

SINP had first draw of 2020 on 9th Jan eligible score was 69.

Iread somewhere that SINP send ITA to some people with a point less than the eoi point for that round of invitation if the have 10 yrs work experience.
For example , 69 points was the last point. But some people with 68 points and 10 yrs work experience also received ITA

Doesn't sound correct.

Scenario you mentioned happened in Oct draw but 68 point cut off was mentioned and comments mentioned about selecting 10yrs+ exp for 68 points.

I have checked Oct draw and see that you are very correct
