You need very strong proof such as Job Offer Letter because as you have mentioned your close relative in other Province so they highly doubt on you that you will move with your close relative after getting PR.

Please let me know how did you resolve this. I also got the same request from SINP

i am 9 august 2017 sinp oid applicant. my application is still in process. My IELTS will be expired in 31 july 2018. My question is do SINP ask for new IELTS when the ielts is experied which was submitted at the time of the application. or submitted ielts score is valid through the process and do not required to take new ielts test?

SINP doesn't ask again.
But u need to provide it with CIC Paper base PR application.
Better wait and watch only. Cic needs only valid ielts. If your application reach even 1 day before expiry, they will consider.
