In my opinion, the answer to your hesitations is quite obvious: keep your current application up-to-date (at least - first part of it, which is accessible now), but be completely ready to withdraw/delete it and start a new one in case you'll face the sircumstances described in the last line of your message.
For now, nobody can predict the future intentions or steps of immigration authorities (I mean - whether any changes will be made in the requirements for your category).
And - for future reference - check all possible demands to the application itself (i.e. - to those screens which you can't see right now), including possible necessary docs and IMM forms to be filled (both "provincial" and "federal"). The list of possible forms you'll need to fill (maybe, you'll need not all of them, it depends on your particular situation) can be found

Be sure you're ready to upload all those
filled forms into the second part of your application - coz
you'll need them anyhow, whenever demands to the applicants will be changed or not. And - basing on my own experience - it takes a damn lot of time to complete them. And the intakes are opened for a very short period of time - one must be extremely well prepared to be able to fill and upload all those docs in such a short terms.
