When will they open SINP EE again

Keep checking their website, as it has been unpredictable now.
They are frequently opening their CAP. So, keep your documents ready in order to be in the CAP.

my education is B.E (Electronics) having exp in same field
with noc code 2133 category 'A', this under licencing in SINP my profile also closely match with 2144 but category in 'B'

should i also apply with NOC 2144 ???

You can only choose only single NOC Code.

Send your job responsibilities to NOC@WorkingInCanada.Gc.Ca
to know about your exact NOC Code.

If you apply to the NOC Code that require Licensing (without having License) then they will Reject the application straightaway.

Hello,

May I ask three questions please.

1) Do I need to apply for EE in case of getting the nomination in SING?

2) Regarding the Settlement Plan, is it just to visit that website and answer few questions, then automatically it creates a plan and be sent to email so that what I need is just to print it and upload it in the online application?

3) Is it better to apply in EE Sub Category than applying in Occupation In-Demand ? in both category is it mandatory to live in Saskatchewan to get the PR?
