Its interesting you mention about Nova Scotia, my husband does qualify for that but we are sure about Nova Scotia because we dont know anyone that been to that province. Also it does say you have t have a job offer. Please advice.

NOC 2147 is in SINP demand list . But it is regulated and takes min 1 year to get apegs license. Very lengthy process.
2147 Computer engineers (except software engineers and designers)
Please provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing that your application for registration as an Engineer-in-Training has been approved, or, a letter from APEGS indicating that you have been assigned Confirmatory examination.


Oinp HCP stream is a better option

Create an EE profile. And choose ONTARIO HCP in preference province. It is most suitable option.

Now a days sinp is very typical and lengthy. Their rejection rate is also very high.
