Let me give you a piece of advise: do NOT go for second review. It will be a very very long process( even more than a year) and its a waste of time.
If your situation has changed, just apply in the upcoming reopening, which is much faster to get a proper respond.
If you want to explain something (for example about your NOC , etc...), you can easily attach them to your reference letter or ...
Yeah, legally, you can request to review your old file, but they have got something more important to do : paying their full attention to potential applicants (as you may already know, SINP is a very popular program and officers are loaded by new applications)
To sum, the choice is yours...

P.S.
It would be useful to email SINP and ask the average time to complete processing of second reviews.

I did an intense research online and I could only find one guy who got a positive response in 60 days others just lost hope and are atill in process over a year.

Because it was SINP mistaken rejection, so he got result in 60 days otherwise normal time is 2 years

Hi good day everyone. I am also an SINP Applicant last 2014. Seven months after, they gave me email telling me that my application was ineligible. Submitted my request for a second review, unfortunately up until now, i haven't heard anything from them with regards to my second review request. Been waiting for like 2 years now.

Just to add to the pain of some of the fellow members rightly indicated !!!

My brother's file is in second review since last February 2016, up until no reply. I talked to SINP lady today, she said it might even take another year...who knows..she didn't give me clear picture..but one thing is sure that they don't give you a clear picture........

Applied SINP-OID: 22 Nov 2016 Noc 0714
IN-PROCESS: 23 NOV 2016
Fund Conversion: 8th DEC 2016
No docs requested
Ineligible letter: 24 JAN 2017 (work experience Not in Demand)
Requested Secondary review 25 Jan 2017
BACK in-Process for 2nd review: 26 Jan 2017 (received letter confirming review from SINP same day)

Following are details

Appl submitted-4th jan17
In progress - after few days
Ineligibility letter recieved- 16th august-17
Reason for ineligible:- dont have maintain sufficient fund for entire process started from 3 months before appl.

However our fund was more then sufficient started from 25th oct-16. All supportive documents uploaded before submitting application.

But they still stand on making decision on stating ineligible application due to fund reason.

Replied back to them explaining all situation at- 18th august-17.

SINP Reply:- if u disagree with the SINP's
Assessment of your application, you may request to second review- 18th august-17. On our same email reply.

What shall we do on this. Please advice ?

Fund maintain from 20th august-2016 till today.

Now if u count it will be sept,oct,nov,dec-16.

fund value requirement is 18617$ (Cad) and we have fund in several govt. policies, bank FD, and bond value sum up of 26734$(Cad).

As per my other reply it was maintain from 20th august-16 till today. Not a single doller is taken out.

Its tough condition if we may go for 2nd review its too lengthy. But all our attached documents overall fund value is higher than their requirement.

Please advise asap. Can we defend more or can we apply for second review.
