You need to pay some fees to WES and select the right package and get your report. They will give you two sets of certificates and you have to send the original to CIC and SINP for getting your nomination.

The Police reports means a clearance from the Police Department stating that you do not have any crimes or reports or cases against your name. At the moment myself and a few seniors are also in the same boat and I guess we are ready with the documents which you have specified from Point 1 to Point 7.
As far as my situation goes, I am ready with the Police Certificates as I had applied for FSW 2013. Not sure about the others
We are also not clear about the Settlement Plan and Federal Forms, though I still feel that the settlement plan which I have posted a few pages back holds good. The real problem is there is no body to confirm or deny that. So have to take a risk in submitting the same. If you see the settlement plan itself says, print this and attach it to the online application
To what I can read from the guide (below is the abstract), police clearance certificate is not required if there is no offence. So at this point, you are good even without this. 12. Police Report(s) (if applicable)
If you or any dependent over the age of 18 has committed an offence or has been convicted of a crime, you must provide a scanned copy of a police report from the country or countries where the offense(s) occurred and your current country of residence. In addition to the police report, submit any proof of rehabilitation, if applicable.

The very point of a Police certificate is to check whether any offence is there in records against your name for which a Police Clearance certificate is mandatory. So having one from the particular country is mandatory. Indian Police Certificates are valid for 2 years.
