Is your spouse an Express Entry Registered Candidate?, if so you can apply when SINP open their Express Entry Stream.
On the contrary, you will need to look forward for January 2016.

SINP asked me, on their review letter, for 60 days, tops, to have my application review a second time.

Just checked on OASIS and it still shows as In Process - Review 2

Any confirmation on their end as to when their express entry system will start accepting applications?

I have a quick question.

Does my dependent (spouse) need to submit a police clearance as well or is it just the main applicant? The document checklist doesn't say so but I thought I'd better ask to make sure. My guess is that, dependents are required to submit a police clearance too. Anyone here who may have the idea?

"Police certificates

You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens must provide:

valid police certificate, or
police clearance, or
record of no information.

These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18. "
