if your occupation falls under O , A & B then no need to send IELTS with PR application to CIO.

Only C n D occupationist needs to submit the IELTS with PR application to CIO as per PNP checklist. CIO /Visa Office need to verify the security check , criminality and medical check.

As I know those numbers showing processing time for each visa office are not correct. In the real world in 2014 there were applications who could get PR visa from New Delhi visa office less than 6 months. I think if you apply now with your current nomination you will get your visa less than a year (About 10 months) but If you want to wait for SINP EE subcategory and if that program open in next two months and then they want to hold you at least 4 months to give you your new EE nomination and then you use your nomination for EE, it will take about one month to get your invitation and then it will take more 6 months to issue your visa, It seems that process will take over a year. (if SINP wants to give you your EE sub category nomination within 4 months and they don't delay you longer!)
I think using your current nomination will be a faster and better way to get your visa! ;)

It was my opinion but you must search and ask more and more to find the best way for yourself my friend. ;)

What's if SINP decline your EE nomination or take 8/9 months to give outcome and current one also expires :-\

Its correct as Victor said. The processing times are not updated and it wont be 18 months. Imagine about my processing time which is above 40 months. If its 40 months then my validity of visa given (Jan 2019) will also expire. So These processing times were there few/some years ago like that long but not now.
Quebec - They will just ask for unrealistic certified copies which is hard to prove. At least I lost the battle hence be cautious on expecting from them.

You clarification is truly worth alot .
I had bad experience with QSW , that too went via consultancy. After i sent the application to QSW, they changed the processing time to 4 years which make very less chance to be thru!!.. no updates after getting AOR !! :( :(
Its's not the money again but the time as its priced the most!!

Yes EE subcategory has lot of uncertainity ..How long it will take from nomination to ITA to VISA stamping.
