I'm positive that by IP he means IN PROCESS.

My "in process" was january 6th, so SINP is not doing this by order of arrival or AOR release.

Still need to wait for more applications for us to figure out a timeline.

My Mutual Fund accepted and it show in process within 2 days after submit required documents...

"Without job offer" quota finished in 2-3 hours on January 2, 2015. So if you want apply "without job offer" , You have to wait for January 2016
