SINP 2015 WITHOUT JOB OFFER LET'S DREAM HERE !

So now the status on my family member's online application is 'Application Returned'.............did anybody get a similar status. Also they emailed the following letter:

Following a careful review of your application and supporting materials we are unable to consider you under the SINP International Skilled Worker Category. Assessments under this program are limited to those who have provided a complete application and met all the required qualifications. Please refer to the attached document for a list of missing documents. We encourage you to reapply once you have gathered the necessary forms and documents. You can find more information for the SINP at www.immigration.gov.sk.ca/. Thank you for your interest in the Saskatchewan Immigrant Nominee Program.

Now i am wondering why they are even asking for Job Offer when he has enough points based on his education, experience etc. And what exactly application returned means, is the application declared dead or we just have to provide them an explanation so that they could understand the situation ?

I think that you actually applied on Skill Worker with Job Offer Stream.

The system allows you to apply all the year round WITHOUT job offer.
That's the reason why I suggest you to double check in your family online application
this part that I already sent you.
