In new general application (which need to be sent to CIC) was not having option to enter visa office right (For ex: New Delhi)?

Yes, you must inform them about your marriage ASAP. They probably ask for lots of updated documents such as federal forms and beware that you must provide updated settlement fund for two person from last three months.

I just noticed this too. What of if someone needs to use a different visa office from the one initially filled for
SINP Application form after nomination? Can this still be possible with this new form?

I suspect all PNP application would be processed by CIC in Canada now and not the Visa Offices with the removal of Visa Office option from the Generic Application since the workload on them has drastically reduced with the introduction of CIC express entry (EE) and also to ensure a speedy process of a 6 month process period. I believe EE is processed directly by CIC in Canada and from the recent EE draws, it screened applicants who does not have a Job offer or a province nominee which would make their work easier and faster because of very few applicants with this opportunity. I think the visa offices will just be responsible for visa stamping/issuance or what do you think?

I have to agree with you. CIC might be responsible for the entire process, leaving only medical exams, PP request and visa stamping for the visa offices. There's no logical reason not to involve the visa offices on the final stages of the process. Sending passports, via postal service/courier, to the offices (if they're in cities different from the one you live at, as is my case) already is kinda risky, let alone send them all the way across the world, to Sydney, NS! The possibility for a f*ck up is tremendous.

edit: CIC's website still states that the applictions will be sent to the visa offices:

The CIO will check to see if your application is complete. If it is, the CIO will send it to the office serving your region to be processed. That office will contact you if it needs other documents from you when it starts processing your application.

A copy of your Settlement Plan is still missing. Can some one please tell me what exactly do them mean?

I have checked the settlement plan in SNIP link and this is what I found.

In this link there are few generic questions. Any one who submitted this please guide how do i submit this.

That is exactly what you need to fill out.

Just go through the whole thingie, answer the questions, make sure you choose saskatchewan and any city within the province (the city you want to settle in). After you're finished, it'll be sent to your email address. Make a PDF file of that email and attach it to email you'll be sending to SINP.
