Application was submitted on 2nd Jan and changed the status today from "Application Submitted" to "In Process"

"The SINP is still accepting applications to the International Skilled Worker Category from applicants with approved job offers. However, the intake threshold for International Skilled Worker applications without job offers has been reached for 2015"

So i have 1+ year experience in the designated NOC code but dont have LMO, can I still apply in any category?

These posts make me regret replying to them. The answers always seem kinda sarcastic, but...

What do you make of that sentence? Especially from the last part?

As you said, you don't have a LMO, LMIA, LEMON, or whatever L word.
Would you say you can apply to it, without a job offer?

Only stream you will be able to apply for is EE.

Applications for the SINP International Skilled Worker -- Occupations In-Demand Category will not be accepted in 2015 until January 2, 2015 at 8:00AM Saskatchewan time (Canada’s Central Standard Time - CST). Applications submitted before this time will not be accepted and applicants can reapply at 8:00AM on January 2, 2015.

Everything you need to know is on SINP's website. It's all out there, posted on their website.
But you came to the forums first. Fine, you can find everything there is to know about SINP's international skilled worker program on the previous 70 pages.

I'll cut you some slack.
At this specific page within SINP's website, you'll find all of their immigration streams, as well as all of the remaining "spots".
Basic text comprehension will allow you to understand that, for the international skilled worker - Occupations In-Demand stream (without job offer), the threshold has already been met.

It's a onshore factors and lots of us don't know about it.

I don't think you need LMO, you just need a full time permanent job offer from your current employer. I suggest you to email to them for a certain answer. They are very swift answering the query.
