I am trying to submit aplication and I am getting the message:

Your application cannot be submitted. The SINP category that accepts applications without a job offer has reached the intake threshold for 2015.

Guys,
One of my friend was able to submit his application yesterday but he has a concern on his IELTS score. He submitted his existing IELTS score sheet yesterday with the following score

Listening 5
Writing 5.5
Reading 3.5
Speaking 5
Overall band 5
Based on above he falls under CLB level 4. Although it is accepted as a minimum requirement. However, is there any chance for him to get nomination from SINP?

60 points without IELTS ? , I would say that you have a good profile I hope people in Saskatchewan see the same good luck despite the fact of your low IELTS that in fact it is inside the minimum requirements...

Question from those who must required"regulatory body" assessment like require for engineers eg 2132 and their applications have been successfully processed.
How do you got PE certificates from SK regulatory body while residing outside Sk Canada. Since it is must while applying for SINP?

So, if even accepted by EE or after getting job letter, how can above requirement be fulfilled?
