I don't think you have to wait for Singapore's VAC, as you will be submitting your passport to Malaysian VFS for further processing. However, Malaysian VFS are only conducting limited duties, including biometric collection and passport returned to pre-COVID applicants.Thanks

Initially the starting of Phase 2 was set out to be end of June only if the number of cases remains stable.. But then, SG Government said they will assess the situation mid-June to see if Phase 2 can begin earlier..
