Canadians as far as I know.

If the applicant is applying,and waiting in their own country,it is the decision of Singapore.On the otherhand,if the applicant is waiting inside of Canada,the decision comes from Mississauga.
As for the nationality of the staff in Singapore,some are Canadians,i am sure of,but the person who interviewed my wife in Bangkok was of Asian decent,and she had also indicated she was from SVO,as i was part of the interview.

As I remember my gcms note, they two assessment of eligibility, an initial and the final one. For the initial I don't know if they are canadian or not but for the final decision I'm 110% sure it's from a canadian visa officer.

I am afraid it's only possible if you get the pre-arrival invitation email from the officials.

Hi everyone, Any September2017 application get Medical request yet? I get AOR2 at 28 November. And now it's 2 months already but still no news from Singapore. A bit anxious! The other people got AOR2 after me received their Med request.

Don't know what SVO is doing. I have applied on May but my app file was missing for 3 months and after calling every day there they responded that 2 papers are missing but they were there, What happened is I understand they scattered our files and lost them and it took 2 months to notify us about it. So no AOR there. Then they told us that they are not sending our file back but we can send 2 missing docs and when they will receive these 2 papers they will send us AOR1. So after getting this email we sent them those files instantly via DHL on Aug and got AOR1 on 14-09-2017. So now we are August applicant. After AOR 2 we got medical request but Its been 3 months, 19 days. The pressure of this application is too much. Too important that I can't forget about it and focus on my other works.

I feel so sorry for what happened to you . we all know how tiring this process is but it just makes us crazy most of the time . it seems like you have reached to the last point thus just be patience abit . the SVO will soon enjoy the Lunar new year , hope that they rush to complete all pending apps till that day . let us know when you have some news , Lia . all the best

Cic is taking feedback regarding their services, here

I did it and told them about their service how my application was lost for 3 months and later they found it but with some papers was still missing so we had to resend them again. We all should give them honest feedback whether it's positive or negative. I am sure if we all write send them feedback they will do something about it.

Applied back in 2017 April 19, wife got interview letter in July 2017 & still waiting for the interview. I really don’t know what’s taking so long for them to take the interview. SVO visa office is ok if your file goes through but if it gets stuck then they take forever & no update at all. Online system is still glitchy. Really frustrated now. It’s been almost a year I haven’t seen my wife, going back home next month to visit her but again I have to come back & it’s just awful. Hopefully CIC improves their process.

She got AOR2 may be in June & July she got interview letter says she has to wait for the interview then in September she got the call for medical & passed it within 5-6 days & since then no update
