Singapore Police clearance for non-citizen

Hi All

Can someone help me with Singapore police clearance? I am a non citizen of Singapore and stayed in Singapore on Employment pass for more than an year. Now I need to submit my police clearance in order to move my PR application forward.

Following are the instructions I have got from Singapore to submit my full application.


IMPORTANT INFORMATION

1) Applicants residing in Singapore are to appear in person at the COC Office located at Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road, Singapore 088762. The office is open from 8.30am to 12.00 pm, Monday to Friday (excluding public holidays).
--Not applicable for me

2) Applicants residing overseas should submit their completed application forms (original) addressed to: Head Criminal Records, CID (COC), Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road, Singapore 088762
--I can send the postal mail

3) Processing time for each application is about 10 working days.
--Can I do anything here other than waiting :)

4) Processing fee is S$55.00 per application. Payment can be made by cash, NETS, cash card, or credit cards (VISA/MASTERCARD) for walk-in application. Application sent by post (from overseas) must be accompanied by a bank draft made payable to ‘Head Criminal Records CID’ through a Singapore-based bank. In addition to the processing fee, a postage fee of S$5.00 must be included in the payment (total S$60.00) if the COC is to be mailed overseas. Payment is non- refundable once the application is processed.
--What is Singapore based bank here in Toronto?

5) All applicants must complete the Certificate of Clearance application form in full and submit it with the necessary supporting documents:
--This should be fine with me. I can fill out the details in full

a) A set of applicant’s fingerprint impressions (ten prints). Applicants applying in person will be fingerprinted at COC office at the time of application. For application by post from overseas, the applicant must submit a set of his/her fingerprint impressions taken by a qualified Fingerprint Officer at an authorized office of the country he/she is now residing.
--How to get this done? Can someone suggest me a qualified Fingerprint Officer at an authorized office in Toronto

b) A photocopy of applicant’s valid passport (showing particulars page).
--This should be fine with me.

c) Two recent passport-sized photographs.
--This should be fine with me.

d) Photocopy of document from relevant consulate/immigration authority/government bodies to establish that the certificate is required by such authority. All documents are to be translated to English if written in other languages.
--This should be fine with me.


Your help in this regard is much appreciated.

Hi Kunisha

For Bank, first you can try with ICICI. In Toronto its in Scarborough and Gerard st east.(Also it is in Singapore) If it doesn't work out(Maybe because of private bank) , atleast they can help you with the proper way to go.

For Fingerprinting

Please check the below link - All these fingerprinting agencies are authorised for RCMP, May be anyone is accepted by Singapore.

You must need a request letter from CIC

Related to Bank, here is Canada in order to have a draft , you must have an account with that bank or any of your friend also can make a draft for you if they have an account with that bank

Try with HSBC bank in Toronto, make sure you make draft which is payable at Singapore

Note- I am providing this info, reading different article , I have not stayed in Singapore, However, I have stayed similar Asian countrylike HK, for that I know I have to follow same procedure when I will get the request from CIC

I am in a small town here in Alberta and RBC bank draft works.There an RBC in Singapore.They process bank drafts from SG.
Secondly email SPF Singapore and ask for the application form.The form for non-citizen is simpler and less details has to be filled.Make sure you apply the appeal form also on which they will deny as you are not citizen so they will be processing you as non citizen so the application form should also be included.Also include in your email and letter the letter from CIC requesting it or they Wont process it
And if you know anybody in SG, write there that you allow a proxy to claim it in your behalf.write an authorization letter allowing that person to claim it for you.I regret that I should have done this.
My application for COC took almost 30 days and now it was sent 11 days ago and the tracking number still states that it already left SG.I wish it would arrive this week as my deadline for submitting this
cOC is coming near.

For Non-Singapore Citizens

A COC request letter along with a COC Appeal Application Form will be sent to you by the Immigration Office after reviewing the application.
--I did not see any COC request lette and COC appeal application form- Do I need to request it from CIC. CIC has just sent me a mail asking for PCC from Singapore

Once you have completed the forms, provide the required supporting documents listed above, and submit in-person or by mail to the COC Office.
-- I will get this part done.

Hi,

Send an email to Singapore Police cantonment office informing them that Canada CIC is requesting for your Singapore PCC.Include the email request as a proof.They will reply to you with the forms you needed to fill up.It includes the appeal form that they will reject(since you're not a citizen ) and the application form that they will use instead for the processing of your PCC.send all the forms with bank draft to Singapore.
Just a tip, if you know anybody in Singapore that can be your proxy to claim the PCC, indicate it there.As when the PCC comes out they will send it directly to the office requesting for it here in Canada via regular registered mail which on my experience took 17 days.

I have few more doubts which I got while filling up form. It asks for

1.Address of requesting Authority - Shall I give the following address

Case Processing Centre – Ottawa - MS8318
Citizenship and Immigration Canada
219 Laurier Avenue West

If not, Can you please guide me on this.

2. Salary (P.M.) under "PERSONAL DATA OF APPLICATION"- What shall I mention here as I am in India, so dol I need to mention the indian salary?

Look into your email request for PC.it should state there where you should send it.
For your salary question I honestly cannot remember what I wrote their.If you are in India, then you might as well indicate the salary you are getting there.

Hi, I've received a long e-mail from the consulate that they received my application in Hong Kong and what are the next steps.
What I'm confused about is that, will this e-mail work as a request letter? Or do I have to ask for a special request letter for SG from the consulate?
Please help me...

friends..i have sent all the documents to COC on july 16th, but until now i havent received the certificate of good conduct yet. what would be the problem? In their website it states only 15 working days, please throw some insight, thanks

however im applying from overseas

Can someone please let me know how long it takes in real (definitely not 15 days like they mention in the website) to receive the Certificate of Clearance from Singapore for non-Singapore Citizens? Looking at these forums, it appears it takes at least few months. I have been waiting for almost 5 months now. I have received notifications saying the application was received on Oct 10th, 2015, the payment was received on Dec 11th, 2015 and received following email on Jan 29, 2016 after I sent a follow up email:

• We would also like to seek your understanding that we may sometimes take longer in providing you with a full reply, depending on our transaction volume and the nature of your feedback. This is especially so if your feedback is complex and requires further study.

In my case, they sent the certificate in 3 weeks, but it took several days to reach my place as they send only by ordinary post (they don't send by speed post or courier service). Also I called them twice and requested them to send the document. They might have generated your certificate but haven't sent it. Call them and check if they have sent it or not.

My application went out in the mail January 19 and I finally received my Certificate on March 7. So the turnaround was 48 days total, or roughly 7 weeks. Five months definitely sounds far too long and you should get on their case ASAP.

On February 16 (roughly a month after I mailed my application) I received an email from them with the subject header "CROSS: Your COC application status notice" and inside it said "Your Certificate of Clearance is ready to be mailed to you" and it also gave me a COC reference number. I take it you never received such an email? Having a COC reference number may help you get faster service. I emailed them twice after that and included my COC reference number. Both times an actual person emailed me back within a few days.
