I have received a mail from CIC today and They just wrote me couple of lines. which are as follow:

From each country/state where the residence period has been six months or longer since the age of 18, provide an original police clearance certificate for yourself and your spouse (Singapore). For specific and up-to-date information on how to obtain police certificates, please consult our Website at:


They have not sent me any CIC request letter, whereas their website(operational Manual Part) clearly says that they should provide me the appeal form and a request letter. I have written back to CIC to provide me the same. I am not sure when they will reply to my mail. Meanwhile, I am planning to write to the email you have provided , may be they can provide me the COC without the Request letter from CIC.

Procedures for Requesting Police Certificates from Non-Singapore Citizens – Modified
Instructions
Effective immediately, inland and visa offices requesting a Singapore police certificate from a non-Singapore citizen should send the sample letter and the COC Appeal Application Form (only available in English) in Appendix A to the applicant. The letter asks the applicant to submit a request to obtain COC(s) to the SPF along with a copy of the letter issued by CIC. The SPF will send police certificate(s) directly to the inland or visa office, and not to the applicant.

One question, Did you receive the CIC Request letter from CIC? If yes, how much time it took you to get it?

How much time it took them to reply you?
Did you receive COC or is it still in process?

I am still waiting for confirmation on my visa office, though I have received my AOR. Once I receive that confirmation, then I will send th package to Singapore. COC will be sent directly to the CIC office address I state

Thanks once again..
I found another link on one of website which say that SPF do not give COC any more.

I will wait for 10 days more and if I donot get reply from them, then I will let CIC know about it. Somebody told me that if a country does not provide COC and if you can prove that then CIC sometimes Waives the condition of COC. I have information about case processing unit and application number, I got it from medical request and once I have my appeal approved, I can ask SPF to send the COC to the case processing center.

hope that you will get your documents soon and can send across the package to them.

Hi Kia99,

Did you sent the appeal form as email or did you posted them the appeal form. I sent them appeal form last week and have not heard anything from them yet. I was wondering whether I should have sent them appeal form by Post.

Have you received your appeal approval?

Does anyone understand what this means?

"Application sent by post from overseas must be accompanied by a bank draft made payable to ‘Head Criminal Records CID’ through a Singapore-based bank. Payment is non-refundable once the application is processed."

I am in Canada and would get a draft in SGD done from a local bank here; but I am not sure what they mean by payable through a Singapore-based bank.

Hi Kia,

I am not sure but It means that the bank should have branch in Singapore too. I checked with TD bank and they were ready to issue bank draft in SGD but then I checked with them whether they do retail banking in Singapore they said no. So I thought that it is not a good idea to get bank draft from TD bank.

There are couple of Canadian banks operating in Singapore like Scotiabank and RBO but they are in wholesale banking. You can get the full list from Goggle by searching "banks in Singapore"

The best bet is HSBC which have plenty of branches in both the countries. I checked with them whether they can issue a bank draft in SGD and they said they can but the only condition is that I have to open a bank account with them. There have a chequing Account (https://www.hsbc.ca/1/2/personal/banking/accounts/chequing-accounts/perf-chequing-limited-details) in which I need not to maintain any balance but they will deduct 5 CAD every month as a fee, I was thinking may be i can open this account for 2-3 months and then close it.

I called ICICI bank also but they do not issue Bank draft in SGD.

Hope that you find this information useful. If you find any alternative, please let me know, I am waiting for appeal to get approved and once it is done , I am thinking of opening the Bank account with HSBC.

must photocopy ur passport first page and the jpage when you forst entered sg.

u must ask from them forms as well . they have 2 forms that you need to fill out it has the number of years you styed to and from,

just to be sure include the stamp in your passport when u last entrred sg as well,,

and for the final part mist go to authorizing body to have an imprint. u use their own (where u live now) singapore do not have any imprint form..

I've asked the Beijing Visa Office for b), but it's been a week and I haven't heard from them. I have everything else ready (fingerprints, bank draft, etc), but not sure if I should send off without b)?

Along with other documents , I attached the CIC mail asking me to submit the police clearance certificate from Singapore.

1) As I did not send the Police clearance certificate from Singapore along with my original application for PR to CIC, they (CIC) sent me a mail after 8 month of processing and asked me to arrange the police certificate from Singapore too. I used that mail as a supporting document.

2) if you still not have submitted your PR application to CIC, I would suggest you to go ahead and submit the application without COC from singapore and in the meantime you can arrange for COC (certificate of clearance) from Singapore. To get the COC, you can attached and highlight the section from CIC document checklist, which states that you have to submit police clearance certificate from all the countries where you have stayed. I will suggest you to initiate this process only once you get AOR and then you can mention your application number/file number as reference in COC application form.


One more thing, send COC appeal form and application form together to COC, They take atleast 20-30 days to process your request. Their numbers are +65 64358275/7 and +65 65573985 and they can provide you the tracking number of Singapore post. The same tracking number can be used at Canada post website. It takes around 10 days to reach letter from Singapore of CIC office. They send the COC certificate directly to CIC through SingPost registered letter.

Very useful information. Gathering from what you've shared, I'm not going to wait for a reply from the Bejing Visa office for a specifically addressed Sample Letter and just use the Visa Office's request for additional information as my evidence for a Singaporean COC. Thanks for the advice!
