Singapore COC

For raising Singapore COC (after appeal), they ask for below given document. Does that document mean Invitation latter after your application? Or some other letter i have to get from Canada ? Thanks in advance for the help.

• COC letter of request from Immigration, Refugees and Citizenship Canada.
