Singapore COC

I was asked to submit a Singapore COC for my Wife. Due to a goofup by the courier company it got delayed and Singapore COC office got my application late. I asked a friend to collect the certificate on my behalf.

Now I am confused if I have to upload the certificate or send it to CIC. Can anyone please help ?
