Our Canada application started during October when we applied to OINP. OINP nomination December 15 and Eapr AOR December 28.
I am being requested by Canadian Immigration authorities to provide them Singapore certificate of clearance even though my stay in singapore is only for 63 days. I have been to Singapore 4 times altogether in which first visit was to join an offshore drilling rig located at Sembawang shipyard as seaman (48 days) in Seaman Visa. Next three visits were on visit visa to attend training at Singapore (5 days each) . The COC authorities need Foreigner Identification number that is usually found in the Work permit or student permit unless you have a PR card. I was never in possession of FIN number due to visitor status .As per the website, I should furnish the FIN number to login on their website and appeal for the COC .The site would not let me login with a e-visa number or any number similar to FIN.

I think the VO is a bit confused since , in work history I had provided my company name as Aban singapore pte ltd and location singapore ( from 2009 to 2010 June) . Even though I was employed by a singapore based company my work was elsewhere on the globe like India, Iran, Saudi Arabia etc wherever the drilling rig is drilling for oil. My travel history clearly depicts the same . So Altogether I have 63 days in Singapore, I do not have the necessary document to get COC and I have 60 days to provide COC . This is the current sitation.

I am at work on the rig now and will not reach home before end of March. Which makes the schedule quite tight even if I can apply for COC (need to send my finger prints to Singapore) This is the status. For now I have mailed Singapore police force explaining the situation and I expect to hear from this week . Sent a CSE explaining the situation and attaching whatever visas I had . Is there anything else I can do now ?

MY BGC is in progress .If I start GCMS now, by next month can I get any information out of it ? (I would like to know what prompted the VO to ask for coc)

What will happen if I cannot get PCC and upload a LOE explaining the situation along with maximum proof that I was in Singapore only on visit visa and seaman visa and only for 63 days . I will attach a reply from Singapore police force too if I manage to get one.



Your view and guidance is much sought after .Our hearts are at the bottom of the sea now and I see all the chances of application getting rejected. Please help us.

I went through your write-up and I can only wish you good luck. I dont have the answer to your query and I dont want to make an attempt to jeopardize the case. May I suggest you one thing - why dont you take a help/consulting 30 minutes (or an hour) from a immigration lawyer in Canada? Please go for the repute like MKS in Vancouver or Green & Spiegel. These are of repute, may be costly and but I feel can help you in your situation.
