Singapore COC - Please help!

Hello everyone,
Any of you in the process of submitting PR application with Singapore PCC request? Do I need to provide Singapore COC in the application or wait for the request from CIC?
Will it be an issue if I go ahead and submit my application without Singapore PCC with LOE explaining that I do not need to submit Singapore PCC before CIC request for it: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/singapore.html

“Do I need to provide a police certificate with my application for permanent residence? No. We will send you a letter requesting a police certificate after you send your application for permanent residence. You must bring that letter when you apply for a police certificate.”

Or, should I appeal now with my ITA? A scanned of FIN is required, but I don’t have it with me because I left Singapore 5 years ago and do not keep the FIN original card or photocopy of it. But I still remember the number ( starts with G). Can I apply with the number instead of scanned version of FIN?
Anyone please suggest, thank you so much !!

Hi, Can you please share your experience? I have requested PCC online and I have e-appeal submission number. How long does it take to get the confirmation email? and what the steps are after that to submit fingerprints. Please Reply....
