Please explain how to get Singapore Police Certificate for paper based CIC application in which there is a nomination from province and do not have any ITA as it is out of express entry. whether we can request this letter along with PNP from province or from CIC.

I have managed to get coc using only the nomination and this letter https://www.canada.ca/content/dam/ircc/migration/ircc/english/information/applications/guides/pdf/pc_lettera_e.pdf
The procedure is in spf website. You have to apply for appeal first and wait if it gets approved. Only then the coc will be processed.

The maximum date it allows is the current date so I dont know whether my COC (once approved) will cover my present stay in Singapore?

I am in SG now, so we went to SPF directly.

At the time of your application, were you living in SG too? Will the COC cover the entire duration of stay including the "present" day since I am currently living in SG as an EP holder?

Did you already have ITA? The proper procedure is here https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/singapore.html

Wait for cic to send letter to you. But for some of us like me, I was outside of singapore so i requested with date from last departure (until validity of my work pass). They dont issue for social visits so try to put the date when you first enter singapore (that is assuming you entered when you already have valid EP).
You can backread this thread too for more info.
I think it is safer for you to request when you receive the letter so you can put the date as when you request it.
Wait for others maybe they have experience with this scenario.

Im planning to submit my application on first week of February.

My COC is issued today, January 11.

its fine. one may do crime after 8 jan so they will not certify that no criminal record till present.

You just write why are you applying for appeal. Cant remember exactly what i wrote.. maybe it was something like i am applying for Canada PR and coc is one of the requirements. In the last stage, you can also upload your detailed explanation letter along with the nomination and cic letter. Goodluck!

The status of COC application was updated to "Approved" a week back (23/1/2019), however I haven't received my mail about it being issued or posted. Can someone tell me if they let you know when they actually print and post it or how long it generally takes for an approved COC to actually being shipped? I've seen some older posts here say it can take weeks for Singpost to deliver to a foreign address!

Would it be better if I just apply for a duplicate and have a proxy pick it up from the SPF office? The actual processing of the application didn't take too long (3 days), so I should be able to get this done within a week or so right?

What did you select during your appeal? Self collection or by post? SPF would send an email that your coc is approved and will be mailed in few days (if you selected by post within SG during your appeal it will arrive within 3-5 days). For outside SG, it will take weeks because they only use normal post. Better to do self collection or proxy. Email them now, they usually reply within few days too.

I had selected post. I had e-mailed them yesterday, just got a reply saying they've already posted the certificate. They sent the tracking number too which is nice. I'll see how fast it moves this week, if it's too slow I'll apply for a duplicate and get a friend to collect it in SG.

Weird how I didn't get any emails since the one about my appeal being accepted. When I looked up the application for getting a duplicate copy, I noticed they messed up some details in the database, for whatever reason they're showing my joining year as 1602 (yeah, as in the 17th century). ¯\_(ツ)_/¯
Fingers crossed the actual certificate is alright.

Hi Rahul,

I had got my eCOC using ITA and submitted it as part of my PR application. I've now got an email from cic asking for an 'updated original certificate of clearance'. Should I just inform cic that I got the eCOC using ITA or should I apply for fresh eCOC using the new cic letter?

I do not think they have specified. I need PCC for my wife and am waiting on the appeal decision. I have taken fingerprints for FBI clearance in US on FBI mandated cards. Am planning to send the same to SPF. I believe as long as they have a good set of prints you should be ok. Just google and see any professional fingerprinting services. Hope this helps.

You'll have to to send hard copy of your finger print to the Singapore police with print out of your online application
