My Dad has retired from work in Jordan and currently receiving his Pension as a salary on a monthly basis .. he wants to come and live in Canada as he was granted the PR last year..

should he be paying Canadian tax on his already taxed salary from Jordan? If so, he will be paying double tax and might not be feasible for him to come live here.

Generally, only residents pay taxes - only the USA and Eritrea tax non-resident citizens. In Canada, residents pay taxes on global income, but non-residents do not pay taxes. Your dad has to physically establish residence in Canada for that to apply. (Immigration status is different from residence for tax purposes).

In other words, once your dad moves to Canada, he (probably) won't owe taxes to Jordan, only to Canada. In the unlikely event that he still needs to pay taxes in Jordan, he most likely could receive a tax credit for taxes paid to Jordan.

He should speak to a tax advisor in Jordan and make any necessary arrangements before relocating to Canada.
