I understand the frustration but why revert back to old paper based application. MON Project takes complexity out of application process. Only people benefiting from Paper based application were Immigration Lawyers that charge hundreds of dollars to file applications.

No surprise that person that started this petition is a lawyer himself. ;D ;D ;D ;D ;D ;D

Both paper and online applications are easy to fill by yourself, it's actually only 3 forms to fill with attached documents which you can easily collect them, and the much easier is this last paper program in Nov was requiring only photocopies not certified copies.
You can arrange them in couple of hours.

If you are lazy you can pay no problem.

We are just wasting time.

If they go back to paper applications and announce that the first 2800 will be considered then success is based on quickest courier service. Nothing different from the first 2800 applications that will be considered under online application. What will happen if they receive 10,000 applications on one single day? They had already invested millions of dollars in mon project Quebec and it will be foolish to scrap that and waste that money. Better for them is to strengthen this platform and go ahead with online submission even if it takes a month to get all this sorted out.

i will say it again, to have an online application platform with a first come first serve basis is a disaster and a bit unfair..

if i have to solve this mess, here are my solutions:

1. use the reference number of the paper based application that they sent back last Nov.. they can give priority number for those applicants and use it for online submission.. only those with priority number can process their applications through online..

2. or, based it on points system and make a draw every month until their target maximum applicants is reach just like the Express Entry..

3. or, set a maximum number of applicants per country to ensure diversity of their immigrants..

4. or, set a maximum number of applicants per NOC code just like FSW 2014.

there is just no way a first come first serve basis fit in an online application system..

1. Could you tell me the rationale for giving priority to applications that were sent back last Nov?
2. Maximum points gets priority makes sense. Monthly draw does not. Do not compare EE with Quebec applications. Quebec is only one province and very limited invitations and EE is multiple provinces with a good amount of invitations for a year.
3. I do not think that makes sense at all. This is for skilled workers and not a diversity immigration program.
4. Yes, this could be done along with applications getting maximum points. This is similar to Australia PR for 189 and 190 visa.

To me best path forward
they would allow all the applicants to submit thru mon projet then filter applicants on point basis then ask for payment though i might be discarded on the point system. however, these are thought sharing. lets hope for the best
