I am a permanent resident of canada no spouse common law or conjugal partner i live by my self, can i sponsor my sister with her family 2kids and her spouse regardless of her age? She is 34 years old. If i can, how? Under what category? Please help

If your parents/grandparents are alive, then you cannot use the Lonely Canadian Program to sponsor your sister since your parents/grandparents will have the first right to be sponsored.If you are a Canadian Landed Immigrant or Citizen who is living in Canada who has no other relative in Canada,
and no other relative living in the home country or elsewhere who is eligible to be sponsored,
you can sponsor a family member who is normally not eligible.

No you can't sponsor her. Not only just all 3 years, you must maintain lico requirement every year until your mother lands as PR. At any time you drop below the lico threshold, you disqualified yourself to sponsor your mother. CIC will request noa for all the years of PR processing before issuing your mother PR visa.
