Siblings points query effective 6th of June!

Hello,

I wanted to ask regarding the 15 points for those having sibling with Canadian PR or citizenship with the new rules applicable from 6th of June. I have a sibling with the Canadian PR but he is not currently living in Canada. Would I be eligible for these 15 points after 6th June or would I only be eligible if he resides in Canada? Thanking you in anticipation.

They will probably ask for the sibling's address in the application, although they didn't explicitly say that the sibling has to reside in Canada. What's your score now without the 15 points?

It is 429 but the issue is my sibling has only been once to Canada for a month. He is to permanently settle there by this year end. Since I was planning to apply anytime after 6th of June and it was written on website that an additional 15 points will be provided to those having siblings LIVING IN CANADA and have Canadian PR or citizenship; that is why I was curious. If they ask for address, should I mention the one where she resided while his one month tour?

But they wrote that those with siblings who are LIVING IN CANADA and have PR or citizenship. This statement is confusing me.
