Hi,

My sister has received her PR recently but has not yet moved to Canada.

Will I get additional points for sibling with PR who is not residing currently?
 
Yes you can claim that point as per Canadian immigration rule your relative should have PR Card or Canadian Passport plus as a Resident proof you have to show Bank Letter like his or her Bank Statement , House Rental Agreement, Health Card , or Utilities Bill ects .
All of these Proof should have his or her house address on it.

She should at least have a CoPR before you can even consider claiming points. You can only claim points when if residing in Canada with a proof of address or utility bill to her name (or spouse).
