My sister is pr in canada .can she sponser me .she is not married yet and we dont have have any other relatives in canada.Also she has not sponser any family member yet.my age is over 18.

But on cic website option 2 in other relative it is wrote that you can sponser one relative related by blood or adoption of any age, if you meet all the condition.
You dont have a living relative you could sponser instead such as .
Spouse,common law partner,conjugal partner,son or daughter,parent,grandparent,brother or sister,uncle or aunt.

Yes and you can see, parent is there, you couldve chosen to sponsor them first (and thats what you're expected to do)
Exactly as what you've quoted.
If your parents are alive, you could sponsor them.
So she cannot sponsor someone else (e.g. sister or brother) as "other relative".
If you are 21 or younger, and not married or in a common-law relationship, you can be listed as dependent if she choose to sponsor your parents (and got selected for next year's PGP lottery)

If neither of your parents are still alive - your sister can sponsor you.
If either of your parents are still alive - then your sister cannot sponsor you directly. However if you are under 22, she can sponsor your parents and include you in the application as a dependent.
