Urgent request here.
My sister has a residence in Canada and pays her utility bills as well.
She is currently following her husband who got a new job in USA and is currently staying in USA.
Can i claim 15 points from my sibling in Express Entry?

No, she is not a resident of Canada. She is current a resident in the USA.

Resident means physically living in Canada. Not just owning a house and paying bills.

So no, you cannot claim the points. If you try, when she is living in the USA, then it's clearly misrepresentation. IRCC will be able to check her details since the US and Canada share information.

Misrepresentation leads to a five year ban from Canada.

So sibling is PR or citizen? She needs to be residing in Canada and show proof of residence.

But if in US, is your sister residing in Canada? How long has she been residing in the US? This is a grey area and can lead to misrepresentation because she is not living in Canada. It says must be residing in Canada.

Its my brother. He is living in usa since 1 years but he is coming here every 2 -3 months and going back. Yes he has house loan going in canada but not residing in canada

Avoid problems. Don't claim the points. If you claim the points, that will technically be misreprsentation.

I own a place in Calgary, but lay my head down every night in Toronto . I reside in Toronto , I OWN property in Calgary . Big difference.

So are you trying to claim points or not. If you are, she needs to provide proof of residence.
