I am a Canadian Citizen I sponsored by wife back in September 2013 (Waiting 23 months). We are currently living in Red Deer, AB.

In May of 2015 I was approved as a sponsor (I guess this is step 1 of 2) and paid the "Right of Permanent Resident Fee".

We just got a letter from the CIC office in Calgary indicating our application was moved from Mississauga to Calgary and there was a note that says "Cases received at our office in August 2015 are estimated to reviewed in February 2017". Our application time has just been increased to 42 Months???

To make matters worse my line of work takes me throughout Canada. If my wife has to keep changing her address and her paper keeps getting shuffled around to different cities, we will never get approved...

Also since since I was approved as a sponser can she apply for a Health Card?

Any advice would be greatly appreciated.

Below is her status on the "On-line Services" :
- We received your application for permanent residence on September 26, 2013.
- Medical results have been received.
- We transferred your application to the local CIC office on August 4, 2015. The local CIC office may contact you.
- We transferred your application to the local CIC office on August 11, 2015. The local CIC office may contact you.
- We sent you a letter on August 19, 2015. Please consider delays in mail delivery before contacting us.

I am not sure about the change of offices. But I can tell you to immediately go to see a registry agent in Alberta and get alberta health care for your wife. In alberta even visitor spouses can get full health care. Just bring whatever document you have so far showing your wife applied for sponsorship.

The fact that CIC has now sent the app to a local office means that they have some serious concerns. Files are only transferred to local offices when CIC wants a more in-depth investigation and an interview. And once the file goes to a local office, the posted processing times no longer apply.

Are there any major red flags in your app?

She should have maintained her status. As she has first stage approval, she can apply for an OWP.
